Carolinas AGC, NCDOT and SCDOT Honored with ARTBA’s Highest Award
PR Newswire
CHARLOTTE, N.C., Oct. 1, 2026
CHARLOTTE, N.C., Oct. 1, 2026 /PRNewswire/ — At the recent ARTBA Annual Convention in Kohler, WI, Carolinas AGC, North Carolina Department of Transportation (NCDOT), and South Carolina Department of Transportation (SCDOT) received The ARTBA Award, a prestigious honor given to high-profile figures (such as past U.S. presidents, governors, members of Congress, and transportation secretaries) for outstanding contributions to the industry. This year, ARTBA honored multiple state DOTs and contractor partners for emergency hurricane recovery efforts.

Patrick Norman, NCDOT State Engineer, Rob Perry, SCDOT Deputy Secretary of Engineering, and Leslie Clark, Carolinas AGC COO, all accepted awards on behalf of their respective agencies and association members.
“Hurricane Helene changed lives and reshaped the landscape across the Carolinas. Our members responded immediately, working alongside NCDOT and SCDOT to repair and rebuild, and that work is still ongoing,” said Clark. “We’re grateful to ARTBA for recognizing their efforts. The resilience of this industry shines through when communities need it most, and we’ve seen that firsthand in North and South Carolina.”
Honorees also include the Florida DOT and Florida Transportation Builders’ Association; Georgia DOT and the Georgia Highway Contractors Association; and Tennessee DOT and the Tennessee Road Builders Association.
CAGC member John Anglin of Branch was invited to share his company’s Hurricane Helene recovery experiences during a roundtable discussion at the convention. Branch, along with several other Carolinas AGC member firms, continues to play a significant role in restoring critical transportation connections and helping communities recover from the devastating storm.
“In moments of crisis, the importance of transportation infrastructure becomes unmistakably clear,” said ARTBA CEO Dave Bauer. “The men and women who worked quickly and collaboratively to rebuild infrastructure following Helene remind us of the vital role transportation professionals play in connecting, restoring, and sustaining American communities.”
